The publisher respects and supports the author in his desire to show the value of his research and to communicate their results to the scientific community. The publisher supports scientific communications, finances the process, and is responsible for adhering to principles and procedures that facilitate the fulfillment of ethical responsibilities by all participants in the editorial and publishing process. The publisher does not affect the editorial policy of the journal. The publisher provides legal support to the editorial office of the journal, if necessary. The publisher ensures the timeliness of the release of the next issues of the journal.
The “Bulletin of North Ossetian State University named after K. L. Khetagurov” Editor-in-Chief has ultimate responsibility for deciding if a manuscript submitted to the journal should be published, and in doing so is guided by the journal’s policies as determined by the editorial board and constrained by such legal requirements as shall then be in force regarding libel, copyright infringement, and plagiarism. The Editor may consult with the Deputy Editor-in-Chief and other members of the editorial team, as well as with reviewers, in making publication decisions.
The editor of a journal has complete responsibility and authority to accept a submitted paper for publication or to reject it. The editor may confer with associate editors or reviewers for an evaluation to use in making this decision.
An editor should give prompt and unbiased consideration to all manuscripts offered for publication, judging each on its merits without regard to race, gender, religious belief, ethnic origin, citizenship, or political philosophy of the authors, and respecting the intellectual independence of the authors.
Reviewers of the journal “Bulletin of North Ossetian State University named after K. L. Khetagurov” perform work for the journal on a volunteer basis. Reviewers who have accepted an assignment for reviewing a manuscript, as a rule, provide a review within 2 months. Given that most of these individuals are in full-time employment, their reviewing activities for “Bulletin of North Ossetian State University named after K. L. Khetagurov” must, by necessity, not be their top priority. The journal uses double blind review (the reviewer does not know who the author of the article, the author of the article does not know who the reviewer is).This review is carried out by members of the editorial board of the journal, or by third-party experts from the expert base of experts (reviewers), on behalf of the editorial board. The reviewer makes recommendations. After receiving the recommendation, the status of the article will change in the author’s personal account on the journal’s website.
Privileged information or ideas obtained by reviewers through the peer review process must be kept confidential and not used for personal advantage. Any manuscripts received for review must be treated as confidential documents, and must not be shown to or discussed with others except as authorized by the “Bulletin of North Ossetian State University named after K. L. Khetagurov” Editor-in-Chief.
The journal publishes original research work. Submission of manuscript to this journal indicates that it has not been published anywhere or submitted elsewhere for publication. If author(s) is/are using any part of works published by other authors, they are required to make references to the origin or get permission from the previous publisher or copyright holder (whichever is suitable). Plagiarized manuscripts would not be accepted for publication. The journal charge no publication fees for authors - including those of peer-review management, manuscript processing, journal production, Open-Access, online hosting and archiving. No author fees are involved. Funding is provided through budgetary and non-budgetary funds of the publisher. No royalties are provided.
The editorial board adheres to ethical standards in its work in accordance with the Law on Mass Media of the Russian Federation. The journal does not publish materials to accompany the advertising and does not sell advertising for specific articles.
Under the terms of the Open Access license, authors are entitled to deposit the final published version of the article in institutional and/or repository centers immediately upon publication, provided that the journal and the Publishing House are attributed as the original place of publication and citation details are correctly quoted. Authors are also recommended to deposit the URL of the published article, in addition to the PDF version.
The main purpose of the Archives policy is to select, preserve and make available the archives of "Bulletin of North Ossetian State University named after K. L. Khetagurov". The three main objectives are to comply with recognized national standards for the archives preservation; to register and publish archives according to professional standards;to provide access to archival material in accordance with publishing practice. The Archive contains texts of reviewed articles, abstracts and references. These materials present major academic results of research work.
The Science Journal of "Bulletin of North Ossetian State University named after K. L. Khetagurov" stores its full-text archives on the Journal's and Publisher's websites, as well as on the platforms of Russian Scientific Electronic Libraries (eLIBRARY.RU) and Cyberleninka, etc.
Authors are allowed to deposit their post-print reviewed articles at personal websites and databases, it is obligatory to indicate the title and issue data of the journal the article was first published. We recommend using the Publisher’s PDF version or making a link to it.
The Journal will not consider articles previously available as preprints on non-commercial servers for peer review. Authors may post the finalised published version of the article immediately after publication. After publication in the journal, authors are requested to update any pre-publication versions with a link to the finalised published article.
In some cases the Editorial Board may consider retracting a publication. The article will be officially withdrawn if at the stage of consideration, preparation or after publication by the editors or readers there will be revealed a violation of the requirements of publication ethics. The withdrawal of the article due to violation of the publication ethics will also entail a ban on publishing articles in this journal for all members of the authors' team involved in the incident in the future.
All authors should disclose in their manuscript any financial or other substantive conflict of interest that might be construed to influence the results or interpretation of their manuscript. All sources of financial support for the project should be disclosed. Examples of potential conflicts of interest which should be disclosed include employment, consultancies, stock ownership, honoraria, paid expert testimony, patent applications/registrations, and grants or other funding. Potential conflicts of interest should be disclosed at the earliest stage possible.
Direct contacts are basic and most preferable ways of settling disputes between editorial staff, authors and third parties in the process of reviewing and preparing articles for publication, as well as regarding already published articles. Complaints or claims should be sent to the editor-in-chief. In your letter of complaint you are asked to give reasons of disappointment, details and to name the person / the service that is a subject of the complaint. Claims are reviewed within a month. In consideration of complaints the editorial staff follows the publishing ethics.
Information about the authors (surname, name, family name, affiliation, e-mail, contact number), which is provided by them for publication in the journal, is becoming available for indefinite range of persons, for which the authors give written consent to the fact of the concept of the Offer when uploading an article to the online system on the website of the journal. The following data is published for the convenience of the authors with the aim of the full and correct account of publications and their citation by the corresponding bibliography companies and providing the possibility of contacting the authors with the scientific society. Personal information provided by the authors in addition to the enumerated below includes additional e-mails and phones. These will be used only for contacting the authors in the process of preparing the publication. The Editorial Board may not transmit this information to the third party, who can use in for some other purposes.
